Mediums like television and radio are usually experienced with some type of interference: static and bad reception, which serves to ground a person in the physical world. The Internet, on the other hand, relays information with no loss of quality and is therefore, in my opinion, more of a disasociative process.
This design was an attempt to add that missing element of distortion by emulating an old filmstrip, and is probably the oldest thing here.
